Dear Bishan-Toa Payoh voters,
It is my honour to lead the PAP team in Bishan-Toa Payoh GRC for GE2025. I would like to ask for your support, so my team and I can continue to serve you and your family for the next 5 years.
We have been working with many of you to enhance the living environment and facilities in our town, and to implement programmes that benefit our community, including seniors, families and youths. The PAP team greatly appreciates your support and partnership to enable us to rejuvenate Bishan-Toa Payoh as a wonderful home for residents of all ages.
Saktiandi Supaat and I have been serving in Bishan-Toa Payoh since 2015. We are joined by two new team members: Elysa Chen and Cai Yinzhou. They are dedicated individuals with the heart to serve, and have much to contribute to our Bishan-Toa Payoh community with their expertise and experience. We will work together as a team to look after each and every one of you, and all parts of Bishan-Toa Payoh including our HDB and private estates.
We have done much together over the last 10 years, and with your support, there is still a lot more we can do in the future. My team and I will continue to listen closely to your feedback and suggestions, and work with our partners to implement these ideas and achieve good outcomes for all of you.
With the global environment becoming more difficult and uncertain, we must work even harder to grow our economy, to look after our workers and to maintain stability and cohesion in our society. Your support for the PAP team will enable Singapore to face these challenges with greater confidence and resilience.

Celebrating our Collective Wins
Bishan-Toa Payoh GRC has made significant strides in enhancing community spaces, fostering inclusion across generations. Notable projects include the Heights Play Park and Plaza @ 128, which promote community interaction and provide vibrant spaces for residents to gather.
Upgrades to infrastructure have prioritised convenience and accessibility. Projects such as Covered Linkways, Drop-off Porches, and Barrier-Free Access Ramps ensure that all residents can navigate the area easily. The addition of Friendly Streets at Toa Payoh Lorong 2 and Lorong 1A. also enhance safety for everyone, contributing to a more connected and accessible community.
We have focused on creating family-friendly and silver-friendly zones, such as the Community Garden at Blk 130 Lorong 1 Toa Payoh, designed to support seniors and promote intergenerational interaction. Initiatives like Toa Payoh East Tree Planting further enrich residents' lives, reflecting the council's commitment to creating vibrant, inclusive spaces that benefit everyone.
Improving our Estates,
Rejuvenating our Towns
Bishan-Toa Payoh GRC has been actively fostering a strong sense of community through various initiatives.
The Toa Payoh 3v3 Basketball tournament promotes teamwork and camaraderie among residents while celebrating the spirit of community and inclusivity. The event brings together people of different ages and backgrounds to strengthen social cohesion.
To promote community bonding, we also organised cultural and festive events such as the Bishan East-Sin Ming Community Event at Si Chuan Dou Hua, the Bishan East-Sin Ming Chinese New Year Event, the Toa Payoh West-Thomson at Inglewood, and the Bishan East-Sin Ming Buka Puasa. These initiatives strengthen social cohesion and building a sense of shared identity.
Programmes such as Toa Payoh West-Thomson WeCare and Toa Payoh Central Hongbao distribution demonstrate our commitment to supporting vulnerable members of our community, reflecting our values of compassion and social responsibility. By coming together to uplift those in need, we strengthen community ties and reinforce the importance of mutual support and understanding.
